Inside city limits, start with the City of Oak Hill Building Department. At the state level, Florida Statute 403.813 exempts restoring a seawall at its previous location, upland of it, or within 18 inches waterward from a separate Chapter 403 permit. The aquatic preserve is managed by the Florida Department of Environmental Protection, so anything that extends into the lagoon gets closer review.
