Seawall Repair in Daytona Beach Shores, FL

Daytona Beach Shores is a narrow city, just 0.90 square miles, squeezed between the Atlantic and the Halifax River. It was incorporated in 1960, and about 80 percent of its residents live in the high-rise condominiums along the ocean. That makes condo associations the main seawall owners here. In 2022, those walls took two hits in a row. Hurricane Ian stripped away dunes and seawalls along the Shores and neighboring Wilbur-by-the-Sea, and six weeks later Nicole hit the same exposed beach.

What Happened to Shores Seawalls in 2022?

• Ian (September). WFTV reported that seawalls and dunes in Daytona Beach Shores and Wilbur-by-the-Sea were "ripped away." One longtime resident said they'd had 100 yards of sand and dunes before the storm and now had "no protection left."
• Nicole (November). Volusia County declared 49 beachfront buildings unsafe. That included 24 hotels and condos in Daytona Beach Shores and New Smyrna Beach, with most of them in the Shores. The county manager called the damage "unprecedented." The National Hurricane Center noted Nicole's erosion hit coastline that Ian had already weakened.

Riverside walls on the west shore had a different problem: heavy rain and high water that soaked the soil behind them.

Which Repairs Fit Shores Walls?

What Permits Does a Shores Condo Need?

Oceanfront rebuilds are mainly a state matter. Volusia County can only allow temporary emergency measures, such as short temporary walls without tiebacks. Permanent armoring needs FDEP. After the 2022 storms, FDEP issued an emergency order for the stretch from Ormond Beach to Ponce Inlet, which includes the Shores. It waived the old rule limiting armoring to pre-1985 "eligible" structures, but rebuilds must stay in the original footprint, caps can't be raised, and daily sea-turtle nest surveys are required. City building permits go through the Daytona Beach Shores Building Division.

How Should Condo Boards Plan Seawall Work?

Start with the engineer's report, then line up the state permit, the city permit, and the turtle-season schedule. Get the river-side wall inspected at the same time if your property has one. Combining both under one mobilization saves time.
