Seawall Repair in Ormond Beach, FL

Ormond Beach is where the Halifax River begins. The 25-mile river starts at Tomoka Bay, where the Tomoka River, Bulow Creek and Halifax Creek come together, and then flows south past Ormond Beach toward Daytona and Ponce Inlet. The city was incorporated as the Town of Ormond in 1880 and took the name Ormond Beach in 1950. About 7.1 of its 39 square miles are water. That gives Ormond a wide range of walls, from river walls on the mainland and the peninsula to oceanfront armoring along A1A.

How Does Ormond Beach Connect to Daytona Beach?

What Has Damaged Ormond Walls?

• Matthew (2016). In Ormond-By-The-Sea, just north of the city, the National Hurricane Center reported that surging water eroded the barrier along A1A and several sections of the highway collapsed. Volusia County lost 69 homes in that storm.
• Ian and Nicole (2022). Ian dropped 21.49 inches of rain on neighboring Daytona Beach, and the NHC says Volusia's intracoastal flooding came mostly from rain. Nicole then hit the beaches Ian had already eroded.
• River conditions. Halifax River walls deal with boat wake on the Intracoastal and with water that rises and drops with wind and rain.

Signs to watch for include settling behind the cap, sand at the base after a falling tide, and new cracks after a storm season.

Who Permits Seawall Work in Ormond Beach?

Inside city limits, the Ormond Beach Building Department publishes a dock and seawall permit submittal list for river and canal walls. Florida Statute 403.813 exempts restoring a seawall at its old line or within 18 inches waterward from a separate Chapter 403 permit. Oceanfront armoring goes through FDEP. After the 2022 storms, FDEP's emergency order covered the coast from Amsden Road in Ormond Beach south to Ponce Inlet, allowing rebuilding in the original footprint with DEP permits and sea-turtle surveys.

Does It Matter If I'm in Ormond-By-The-Sea?

Yes. Ormond-By-The-Sea is an unincorporated community that runs from the Ormond Beach city line north to the Flagler County line, between the ocean and the Halifax River.
