Seawall Repair in Melbourne, FL

Melbourne is really two old river towns joined together. Eau Gallie and Melbourne voted to merge in 1969, and most of today's city sits on the mainland side of the Indian River Lagoon, with a small piece reaching onto the barrier island. That gives Melbourne a mix of wall types you don't see in a single-waterway town: open lagoon frontage on both sides of the Eau Gallie and Melbourne causeways, creek walls along the 3.9-mile Eau Gallie River and Crane Creek, and canal walls in county subdivisions. The lagoon here is shallow, and the St. Johns River Water Management District notes its water is moved more by wind than by tide.

Why Do Melbourne Seawalls Fail?

Three things wear walls down here.

• Wind-driven water. Away from the inlets, the EPA's lagoon primer says wind, not tide, drives most circulation. A steady blow pushes water against one shore for days, then lets it fall away, and that slow pumping pulls fill through open joints.
• Soft bottom. About 10% of the lagoon floor is muck, and it collects near tributary mouths like the Eau Gallie River. Wall toes set in soft sediment lose support more easily.
• Storms from the ocean side. In Hurricane Matthew (2016), the National Hurricane Center called Brevard the part of Florida closest to the center. Eleven county homes were destroyed and 140 had major damage.

Which Repairs Fit a Melbourne Wall?

What Permits Apply in Melbourne?

It depends on which side of the city line you're on. Inside city limits, the City of Melbourne Building Section handles the building permit. For lots in unincorporated Brevard, the county's Residential Marine Construction permit covers seawalls, docks, and boat lifts in man-made canals and drainage rights-of-way, and asks for signed and sealed plans, a survey less than 180 days old, and a Seawall and Dock Affidavit.

Florida law exempts restoring a seawall at its old line, upland of it, or within 18 inches waterward from a separate Chapter 403 permit. Work beyond that may need an Environmental Resource Permit. We sort out which apply before we quote.

Is a Lagoon Wall Different From a Canal Wall?

Yes. Open lagoon walls in Eau Gallie take wind waves and need attention at the toe. Canal walls see less wave action; their usual problem is soil loss through joints and corroded tieback hardware.
