Seawall Repair in Sebastian, FL

Sebastian started as a fishing village in the 1870s at the point where the St. Sebastian River meets the Indian River. Today it's the largest city in Indian River County. Pelican Island National Wildlife Refuge is nearby. On the Brevard–Indian River county line, Sebastian Inlet was finally cut through the barrier island in June 1923 after seven attempts going back to 1872. The EPA calls it the only ocean connection in the central part of the lagoon. Hurricane Nicole made landfall at Vero Beach, just to the south, in November 2022.

• The inlet effect. The EPA says tidal currents control mixing near inlets, while wind-driven currents take over farther away. Sebastian is close enough to the inlet that tidal flow plays a bigger role than it does in the middle of Brevard, along with wind.
• River and lagoon water mixing. The St. Sebastian River brings land runoff into the lagoon at the city's waterfront. After heavy rain, water levels and flow at the river mouth can change quickly and pull fill through open joints.
• Hurricanes. Nicole's landfall at Vero Beach put Sebastian close to the center of the storm. High water and rain load walls from both the water side and the land side.

Common signs are a sinking area behind the cap, sand trickling from joints at low water, and cracking along older caps.

Which Permits Apply in Sebastian?

Addresses inside city limits go through the City of Sebastian, which takes permit applications online. Under Florida Statute 403.813, restoring a seawall at its previous location, upland of it, or within 18 inches waterward is exempt from a separate Chapter 403 environmental permit.
