Stuart sits where a river became an estuary. The South Florida Water Management District says the St. Lucie River was mostly a freshwater stream until local residents dug an inlet in 1892. That opened it to the Atlantic and made it brackish. Later the St. Lucie Canal, known as C-44, linked the river to Lake Okeechobee for flood relief and navigation. Two 2004 hurricanes came ashore just east of Stuart. Hurricane Frances landed at the southern end of Hutchinson Island on September 5, and its highest measured surge on Florida's east coast was 5.89 feet, at the St. Lucie Lock. Three weeks later, Hurricane Jeanne's eye crossed the coast at the same spot, just east of Stuart, on September 26.

The Martin County Building Department, in Stuart, publishes a residential seawall checklist for county permits. It requires a DEP permit or exemption for any construction on the water. It also asks for a survey with NAVD elevations and flood zone, sealed engineering drawings, and, for new seawalls, an environmental waiver from the Growth Management Department.
