Fort Pierce's waterfront depends on an inlet that people built. The original Indian River Inlet sat about two miles north, near Pepper Park on North Hutchinson Island, and was often closed. The new Fort Pierce Inlet was dredged and jettied between North and South Hutchinson Islands, and the first boats passed through in May 1921. The city celebrated its centennial in 2021. Today the lagoon around it is a state aquatic preserve. Two 2004 hurricanes hit this coast within three weeks. Frances came ashore on the southern end of Hutchinson Island on September 5. Jeanne followed on September 26 at nearly the same spot. During Jeanne, the National Hurricane Center recorded the highest wind gust in Florida, 111 knots, at the Fort Pierce Inlet. It estimated storm surge of up to 6 feet above normal tides from the Melbourne area south to Fort Pierce.

What Permits Apply to Lagoon Seawalls in Fort Pierce?

Local building permits apply first. At the state level, the lagoon's status matters. Florida law exempts seawalls in man-made waterways from a separate environmental permit in many cases, but not new vertical seawalls in estuaries or lagoons, unless the work is inside an existing man-made canal already lined with vertical walls. Restoring a wall at its previous location, or within 18 inches waterward, is a separate exemption. Because the lagoon is an Outstanding Florida Water, we confirm the state path with DEP before construction.
