Orlando has more than 100 lakes inside its city limits, and many began as sinkholes. Florida's limestone bedrock slowly dissolves in groundwater, and the ground above it collapses into basins that fill with water; Lake Eola formed this way in the late 1800s. A lake seawall here never sees salt or tide, but it does see big swings in water level after tropical rain. That makes Orlando the base for our Central Florida lake work. Osceola County and the Kissimmee Chain. South of Orlando, Kissimmee seawall repair covers Lake Tohopekaliga and the connected lakes of the Kissimmee Chain. Shingle Creek, which rises in Orlando, is Lake Toho's main inflow, so the two areas share a watershed as well as a service team.

They fill them fast. During Hurricane Ian in 2022, Orlando recorded more than 14 inches of rain, and Lake Eola overflowed onto the stage by its bandshell. Across Central Florida, more than a foot of rain pushed lake water into homes around Orlando and Kissimmee, and the South Florida Water Management District moved water out of the Kissimmee Chain toward Lake Okeechobee to relieve it.
Two years later, Hurricane Milton dropped 14.83 inches at a National Weather Service cooperative site near Orlando, according to the National Hurricane Center.
When a lake rises like that, the soil behind each wall soaks up water. When the lake drops again, that water drains back out through joints and cracks, carrying sand with it.
Because there's no salt, steel corrosion is less of an issue than on the coast. The soil is usually the problem.

It depends on where you are. In unincorporated Orange County, building a seawall requires a county shoreline alteration permit that must be approved by the Board of County Commissioners. The county also has special water and navigation control districts for the Windermere chain and Lake Conway with their own rules.
At the state level, Florida owns submerged land below the ordinary high water line of larger freshwater lakes; FDEP's guide lists lakes over 140 acres among them. Florida law exempts restoring a seawall at its previous location, or within 18 inches waterward, from a Chapter 403 environmental permit.
