Kissimmee's waterfront is Lake Tohopekaliga, an 18,810-acre lake that borders the city on its north shore. There is no tide here and no salt; the water rises and falls with rain and with how water managers move it through the Kissimmee Chain of Lakes. Lake Toho's main inflow, Shingle Creek, starts in Orlando, and its outflow heads south through the South Port Canal toward the Kissimmee River. Not for the reasons coastal walls do. We see three main drivers:
Water-level swings. After Hurricane Ian in 2022, more than a foot of rain flooded lakes across Central Florida and sent water into Orlando- and Kissimmee-area homes. Kissimmee and St. Cloud residents voluntarily evacuated as lakes rose, and the South Florida Water Management District moved water out of the Kissimmee Chain toward Lake Okeechobee. When a lake climbs and then drops, the soil behind a wall saturates and then drains, carrying fines out through joints.
Managed lake levels. On neighboring East Lake Toho, the Florida Fish and Wildlife Conservation Commission drew the lake down starting in October 2019, drying more than 2,800 acres of lake bottom. FWC cited "stabilized water levels as a result of flood control" as the cause of the habitat problems it was fixing. Long periods at one level, then sharp changes, are hard on older walls.
Wake and vegetation. Boat wake and plant growth along the shoreline work at the toe of the wall.
Freshwater walls don't corrode the way salt-water walls do, so the problem is usually soil, not steel. When the wall is plumb, we fill voids from behind with polyurethane injection, which binds loose sand and seals joints without digging up the yard.

The state of Florida owns submerged land below the ordinary high water line of freshwater lakes, and FDEP's shoreline stabilization guide lists lakes over 140 acres among the waters where that applies. On state-owned bottoms, FDEP prefers riprap or vegetation where practicable, so work that moves the wall into the lake gets closer review. Florida law exempts restoring a seawall at its previous location, upland, or within 18 inches waterward from a Chapter 403 permit. It can. Lower water exposes more of the wall face and toe, which makes inspection and some repairs easier. We plan around current lake levels.
High water that soaks the soil and then drains can leave hollow spots behind a wall. If you see soft ground or new cracks, have it checked.
The methods are similar, but freshwater walls rarely suffer saltwater corrosion. Most Kissimmee problems are soil loss and movement.
