Titusville is Brevard's county seat and one of its oldest towns. It started as Sand Point, got a post office in 1859, and was incorporated in 1887. The city sits on the Indian River Lagoon, where the lagoon is part of the Intracoastal Waterway, looking east across the water to Merritt Island and Kennedy Space Center. The A. Max Brewer Bridge, opened in 2011, links Titusville to Merritt Island National Wildlife Refuge and Canaveral National Seashore. Since the late 1950s, the space program has driven much of the city's growth.

What Makes Titusville River Walls Fail?

• Wide, shallow, wind-driven water. The Indian River Lagoon can be up to five miles wide and averages about four feet deep, and the St. Johns River Water Management District says it moves more with wind than tide. Waves build across the open water to the east and hit Titusville's walls head-on.
• Hurricane winds. During Matthew in 2016, the National Hurricane Center says category-2 sustained winds likely reached northern Brevard, from the north end of Kennedy Space Center north across Mosquito Lagoon to the Volusia line. Strong wind pushes water and waves against the mainland shore.
• Older walls. Older riverfront walls tend to have worn joint seals and corroded tie rods.

Signs to watch for include cap cracks, soil settling behind the wall, and water seeping out of joints after the river level drops.
