Can This Bulkhead Still Be Fixed?

Usually. The deciding factors are whether the wall has started to rotate and whether the sheeting or panels still hold together. If both answers are good, you're looking at repair.

Head out when the tide is at its lowest and look for:

  • Dips or holes in the lawn close to the cap
  • Brown water trailing off the base of the wall as the tide drops
  • Open seams, or gaps where you can see daylight
  • Soft, split, or bored boards on timber bulkheads
  • Rust bleeding from bolts, tie rods, or rebar
  • A widening crack where the cap meets your deck or dock ramp

On a wall that isn't leaning, a few of these add up to a repair. If it's tipping or broken through, read bulkhead replacement in Charleston.

What Wears Charleston Bulkheads Down?

Water that keeps getting higher. NOAA's Charleston Harbor gauge shows relative sea level climbing about 1.4 inches per decade since 1901 (NOAA sea level trend). A wall built for the tides of the 1970s now sees water higher on its face and more often.

A tide that never rests. The harbor's average daily swing is close to six feet. Water forces its way into every open seam on the rise and drags soil out on the fall.

Pluff mud. Much of the Lowcountry marsh edge is thick, oxygen-poor mud made of fine sediment and decaying cordgrass (S.C. Sea Grant). It holds very little, so once a void starts behind a creek wall, it grows quickly.

How We Repair Bulkheads in Charleston

Foam void fill from behind

Through small holes along the cap, we inject NCFI marine-grade polyurethane. It expands into the hollows, locks loose soil together, and closes leaking seams from the back side. Your yard, pavers, and plantings stay put. Read about polyurethane injection.

Board, panel, and cap work

Failed timber boards and hardware get replaced where the rest of the wall is sound. Damaged cap concrete is cut back and re-poured.

Drains that work again

Water trapped behind a wall after a storm or a very high tide pushes hard on it. Relief drains let that water leave.

Do Charleston Bulkhead Repairs Need a State Permit?

It depends on the work. In South Carolina, bulkheads on tidal water sit in the state's "critical area," now regulated by the SC Department of Environmental Services (SCDES) Bureau of Coastal Management. DHEC split in two in July 2024, and its coastal permitting moved to SCDES. According to SCDES, work that counts as normal maintenance and repair may not need a critical area permit (SCDES maintenance and repair). Larger structural work can. We sort out which applies before we start and handle the filings.

How Much Does Bulkhead Repair Cost in Charleston?

Bulkhead repair in Charleston typically costs $80โ€“$250 per linear foot for void fill and $800โ€“$2,500 per tieback anchor. Most residential repairs run $4,000โ€“$20,000. Replacing the wall usually costs several times as much. For our full local service list, see seawall repair in Charleston. We also repair bulkheads in Beaufort and Hilton Head.

Bulkhead Repair FAQs: Charleston

My James Island bulkhead has a hole in the yard behind it. How urgent is that?

It's urgent but not usually an emergency. The hole means soil is escaping through the wall, and it grows with each tide. Keep people and vehicles off it and book an inspection.

Can you repair a bulkhead without digging up my garden and patio?

Usually, yes. Foam is injected through small holes, so we work around beds, pavers, and trees instead of excavating them.

Does pluff mud make bulkhead repair harder?

It can. Soft mud at the toe gives the wall less support and lets voids spread. We check the toe carefully and may recommend added support.

Is SCDES the same as the old DHEC-OCRM office?

The coastal permitting that DHEC used to handle moved to the SC Department of Environmental Services in July 2024. Its Bureau of Coastal Management now runs critical area permits.
