Why Do Mount Pleasant Bulkheads Fail?

A big daily tide. NOAA's Wando River entrance gauge at Hobcaw Point shows a mean range of 5.38 feet, a little more than the harbor's 5.22 feet. Every tide pushes water into open seams and drags soil back out.

Rising water. The Charleston Harbor gauge shows relative sea level climbing about 1.4 inches per decade since 1901. A wall built decades ago now meets higher water more often.

Surge from the harbor. During Matthew in 2016, the Charleston gauge peaked 3.52 feet above the normal high-tide line, and the Hurricane Center says saltwater reached communities near the Cooper River more than 10 nautical miles inland.

Soft mud at the toe. Along Mount Pleasant's creeks, the marsh is pluff mud, fine sediment mixed with decaying cordgrass. It gives the base of a wall little support.

Do Shared HOA Bulkheads Need Different Planning?

Often, yes. Where a neighborhood has one long run of connected walls, water moves along the wall line from one lot to the next. A repair that stops at a property line can be undermined by a failing neighbor. We look at the wall on both sides, seal the tie-ins at each end, and can price phased work so an association repairs the worst sections first.

Who Permits Waterfront Work in Mount Pleasant?

• SCDES Bureau of Coastal Management. Since DHEC's split in July 2024, the state coastal program sits with the SC Department of Environmental Services. The harbor, creeks, and marsh below mean high water are critical areas. Normal maintenance and repair may not need a critical area permit.
• State bulkhead standards. Under Regulation 30-12, a new or extended bulkhead must follow the critical area line and is not allowed where marsh already protects the bank, unless upland is being lost to tidal erosion. Living shorelines are encouraged in estuaries.
• Town of Mount Pleasant. The town handles local building and zoning approval.
