Seawall Repair in Folly Beach, SC

Folly's beach rules are different from the rest of the coast for a reason. The Charleston Harbor jetties, finished in 1898, cut off the sand that used to feed the island. A 1987 Army Corps study tied most of Folly's erosion to the jetties, and the state responded by exempting Folly from parts of the Beachfront Management Act. There is no state setback line here. Instead, a baseline was drawn in 1994 along the beachfront rock revetments, and the city's beach plan says nearly the whole shoreline is armored with revetments and groins.

How Does Folly Beach Connect to Our Charleston Team?

Folly is about four miles southwest of the harbor entrance, and our Charleston seawall repair team runs every Folly project, from permits to crew scheduling. Across the Stono River Inlet, Kiawah Island has none of Folly's exemptions, and on the north side of the harbor, Sullivan's Island is gaining the sand Folly loses. What Makes Folly's Seawall Rules Different?

The city's beach management plan spells out the exemption:

• No setback line. State beachfront jurisdiction stops at the baseline, and a 2013 state board ruling confirmed the state has no jurisdiction landward of it.
• Rebuilding is allowed. Existing seawalls, bulkheads, and revetments can be rebuilt even if more than 50% damaged. Everywhere else on the South Carolina coast, they can't.
• The limits. A rebuilt structure can't move seaward, can't get bigger, and must use the same materials as the original.
• City control. New walls behind the baseline go through the city's seawall ordinance (Chapter 151.23), which also restricts seawall construction during sea turtle season.

Why Do Folly Beach Walls Keep Getting Exposed?

The jetties. Sand that once reached Folly now piles up north of the jetties or gets dredged from the shipping channel. The city plan says homes and roads were lost to erosion in the 1940s and '50s.

Sand that doesn't stay. Federal renourishment started in 1993. The 2014 project pumped about 1.5 million cubic yards along 5.3 miles. Between projects, many older walls act as buried backup and only show up when a storm strips the dune.

Tide on both sides. NOAA's Folly River Bridge station records a mean range of 5.27 feet, so walls on the river side work as hard as the ones facing the ocean.

Which Repairs Fit a Folly Beach Wall?

When a wall is standing but sand is washing out from behind it, polyurethane injection fills the voids from the top without digging out the dune. On the Folly River side, timber and concrete walls with failed seams or caps get bulkhead repair through our Charleston team. If a wall is rotating seaward, seawall reinforcement in the Charleston area adds anchors. Rock armor that has slumped or scattered calls for revetment maintenance.

Which Agencies Review a Folly Beach Project?

It depends on where the wall sits:

• Landward of the baseline: City of Folly Beach, under its seawall ordinance and building permits.
• Seaward of the baseline: SCDES Bureau of Coastal Management, which took over from DHEC in July 2024.
• Folly River and marsh frontage: an SCDES critical area matter. Normal maintenance and repair may not need a permit; new bulkheads must follow Regulation 30-12.
