Seawall Repair in Edisto Beach, SC

Edisto Beach is the barrier island end of Edisto Island, cut off from the rest of it by Big Bay Creek, Scott Creek, Jeremy Creek, and salt marsh. The town's own beach plan counts what sits seaward of the state setback line: 34 groins, 9 bulkheads, 6 revetments, and no seawalls. Hurricane Matthew showed why that inventory matters. The National Hurricane Center says surge and waves damaged at least 70 beachfront homes along a 1.5-mile stretch of Palmetto Boulevard and estimates the beachfront moved inland as much as two city blocks.

What Can Be Repaired on the Edisto Oceanfront?

Less than most owners expect. Under the South Carolina Beachfront Management Act and SCDES guidance:

• No new erosion control structures (seawalls, bulkheads, or revetments) on the active beach or in the beach/dune system.
• Grandfathered structures may be maintained in their present condition but may not be enlarged, strengthened, or rebuilt.
• If one is destroyed more than 50% above grade, it cannot be repaired and must be removed at the owner's expense. Repairs must use materials similar to the original.

The town plan describes one example. The rock revetment at "the Point," between groins 25 and 27, was buried until 2016 and became exposed after Matthew. When a storm uncovers an old structure like that, what you're allowed to do depends on how much of it survived. We can document the damage for your records, but the state makes the call.

Why Do Creek-Side Bulkheads on Edisto Fail?

A tide close to six feet. NOAA's Edisto Beach station records a mean range of 5.74 feet, and the Edisto Marina gauge on Big Bay Creek records 5.96 feet. Water moves up and down the face of a creek wall all day.

Flooding over the top. The town plan says about four feet of water covered the island during Matthew. Water that gets behind a bulkhead and then drains out through it carries soil with it.

Soft ground. Edisto's marsh edge is pluff mud, a fine, oxygen-poor mix of silt and decaying cordgrass that offers little support at the toe of a wall.

Which Repairs Fit an Edisto Creek Wall?

If a creek wall is standing straight but the yard behind it is sinking, polyurethane injection fills the hollows and seals seams from behind without trenching. What Permits Apply in Edisto Beach?

Creek and marsh frontage is a state "critical area" managed by the SCDES Bureau of Coastal Management, which took over coastal permitting when DHEC split in July 2024. Normal maintenance and repair may not need a critical area permit. A new or expanded bulkhead must follow the critical area line under Regulation 30-12, and the state favors living shorelines in estuaries.
