Seaside is an unincorporated master-planned town in Walton County, between Panama City Beach and Destin. It was one of the first American communities designed on New Urbanism principles, and it sits on the Gulf rather than a bay or canal. That changes the seawall conversation. On the Gulf front, Florida's Coastal Construction Control Line program governs structures near the beach and dunes. Inland, Walton County's coastal dune lakes carry an outright ban on seawalls. Repairs here are about keeping existing walls sound within those limits.

FDEP's Coastal Construction Control Line program exists to protect the beach and dune system from improperly sited structures that can destabilize it. Within the CCCL area, special siting and design rules apply because storm forces are greater near the beach.
FDEP's shoreline guidance is clear on two points. Building a seawall waterward of the CCCL requires a CCCL permit. And the usual state exemption for restoring an existing seawall does not apply to walls located waterward of the CCCL. Florida Statute 403.813 also states that its seawall exemptions don't change the permitting requirements of Chapter 161, which governs the CCCL.
In its Hurricane Opal (1995) report, the National Hurricane Center describes debris lines on buildings and dunes within 200 feet of the Gulf ranging from 10 to 21 feet, with breaking waves adding several feet on top of storm surge. The report places the strongest winds in a narrow swath near the eastern end of Choctawhatchee Bay, midway between Destin and Panama City, which includes this part of Walton County. NHC adds that most of the severe structural damage happened right at the coastline.
For an existing wall, the hidden risk is soil loss. Surge and wave runup saturate the fill, and as water drains out, it carries sand through any gap.
Walton County has 15 coastal dune lakes. Its dock guidance cites Walton County Policy C-1.4.1:5: "The use of seawalls, bulkheads, revetments, and rip-rap is prohibited." The county also keeps coastal dune lake protection zones with penalties for clearing protected vegetation. A dune lake shoreline isn't a candidate for a new wall, and the county should be your first call for any work near one.
