The National Hurricane Center's Hurricane Opal (1995) report recorded about 8.3 feet above mean sea level at the Panama City Beach pier tide gauge. At the end of the pier, the debris line reached about 18 feet. NHC concludes that breaking waves on top of the surge added roughly 10 feet. For Hurricane Michael (2018), NHC estimates 4–6 ft of inundation above ground around Panama City and St. Andrew Bay.

• Inside city limits: the City of Panama City Beach Building & Planning Department.
• Upper and Lower Grand Lagoon and other unincorporated areas: Bay County. Its Dock & Seawall checklist asks for engineered seawall specs, a site plan, a notarized application, and a Notice of Commencement for work over $5,000, and it notes that environmental permits may be required.
• Gulf-front walls: a seawall waterward of the Coastal Construction Control Line needs an FDEP CCCL permit, and the state's restoration exemption doesn't apply there.

On lagoon and bay walls, Florida Statute 403.813(1)(e) exempts restoring a seawall at its old location, upland, or within 18 inches waterward from a separate FDEP permit.
