Navarre is an unincorporated community in Santa Rosa County with two very different shorelines. To the south, Santa Rosa Sound separates the mainland from Navarre Beach. To the north, East Bay opens toward the Pensacola Bay system. NOAA's Navarre Beach station averages about 1.4 feet between higher high and lower low water, and its station on East Bay at Holley shows a similarly small range. That small tide means walls here don't get cycled hard every day. They get hit all at once when a hurricane piles water into the Sound.

What Storm Surge Has Hit Navarre?

The National Hurricane Center's report on Hurricane Ivan (2004) puts storm surge at 10–15 ft along the coast from Destin west to Mobile Bay, which includes Navarre's shoreline. Hurricane Sally (2020) pushed the Pensacola tide gauge to 5.6 ft above mean higher high water, and NHC recorded sustained 52-knot winds on Santa Rosa Sound.

Surge like that fills the soil behind a wall with water. When it drains, it carries sand out through any open joint or gap at the base. The wall can look fine while the void behind it grows.

What Typically Fails on Navarre Seawalls?

• Soil loss behind the wall. This shows up as soft spots, sinkholes, or a sagging lawn near the cap.
• Open joints. Worn seals and filter fabric let sand migrate with each wake and tide.
• Scour at the toe. FDEP notes that vertical walls reflect wave energy and tend to increase erosion at their base.
• Cap cracking. Settling fill leaves the cap unsupported.

What Do Santa Rosa County's Shoreline Rules Mean for My Repair?

Because Navarre is unincorporated, Santa Rosa County is the local permitting office. The county sets two Shoreline Protection Zones:

• Zone 1 covers the Gulf and Santa Rosa Sound. On sound-side lots, the zone is tied to the mean high tide line of the Sound.
• Zone 2 covers Escambia Bay, Blackwater Bay, East Bay, and their bayous. It runs from the mean high water line to 5 feet landward of it.

The county's coastal construction rules also address bulkheads, seawalls, and riprap along the shoreline. At the state level, Florida Statute 403.813(1)(e) exempts restoring a seawall at its old location, upland, or within 18 inches waterward from a separate FDEP permit, though county permits still apply. Work on Navarre Beach seaward of the Coastal Construction Control Line needs its own FDEP CCCL permit.
