Pensacola sits at the mouth of one of the biggest estuaries on the northern Gulf. The Northwest Florida Water Management District describes the Pensacola Bay System watershed as nearly 7,000 square miles, tying together Escambia Bay, Pensacola Bay, Blackwater Bay, East Bay, and Santa Rosa Sound before it all drains to the Gulf south of the city. The daily tide is small: NOAA's Pensacola station averages about 1.3 feet between higher high and lower low water. So what breaks walls here usually isn't the tide. A wall can survive a surge and still be damaged. Water soaks the fill, then drains back out through open joints, carrying sand with it.
Walls on open stretches of Pensacola Bay and Escambia Bay take wind-driven waves. FDEP's shoreline guidance notes that vertical seawalls reflect wave energy and tend to increase erosion at the toe of the wall and on neighboring property. Once the bottom in front of a wall scours out, the toe loses support.
Walls on the bayous have a different problem. They see less wave action, but heavy summer rain gets trapped behind them, pushing on the panels and working sand out through the joints. Soft spots behind the cap and muddy water at the base after rain are the early signs.

At the state level, FDEP's Northwest District is headquartered in downtown Pensacola. Florida Statute 403.813(1)(e) exempts restoring a seawall at its old location, upland of it, or within 18 inches waterward of it from a separate state environmental permit. Local permits still apply.
