Ponte Vedra Beach is a big, unincorporated community: 33.8 square miles of St. Johns County, entirely east of the Intracoastal Waterway. It was called Mineral City after titanium was found here in 1914. It was renamed Ponte Vedra in 1929, when National Lead developed it as a resort modeled on The Cloister at Sea Island, Georgia. To the south, the shore runs between the Atlantic and the Guana Tolomato Matanzas National Estuarine Research Reserve. Walls here face two very different kinds of water.
The Intracoastal side. Homes along the Intracoastal and the Tolomato River face a tide that NOAA's Palm Valley station measures at about 4.7 feet on average, nearly a foot more than the Intracoastal at the Jacksonville Beaches. Seawalls there take daily tide plus boat wake.
The ocean side. Oceanfront lots face waves, storm surge and beach erosion. St. Johns County has its own criteria for oceanfront bulkheads that cross its beach rights-of-way.
On the Intracoastal side, the usual problem is soil loss. Water held in the backfill drains through open seams as the tide drops and takes sand with it. Over time, hollows form under patios and pool decks, then the cap cracks over the gap.
On the ocean side, storms are the threat. Waves scour the toe and over-top the cap, washing fill out from behind.

Since Ponte Vedra has no city government, local permits come from St. Johns County.
For oceanfront walls, the county has a specific rule. Section 40.0 of its right-of-way criteria covers bulkheads built across county-owned oceanfront rights-of-way. These must be designed by a Florida-registered professional engineer and meet the Florida Building Code. Vinyl sheeting is the minimum, and wood isn't allowed. Concrete caps and tie-backs must follow the engineer's design. The Board of County Commissioners accepts each one at its discretion, and the bulkhead stays under a license for permissive use that creates no property rights.
On the Intracoastal side, state law matters more. Fla. Stat. 403.813(1)(e) exempts restoring a seawall at its previous location, upland, or within 18 inches waterward from a Chapter 403 permit. Bigger projects may need FDEP or Army Corps approval.
