Jacksonville Beach is the largest of the three beach cities by area, and two-thirds of it is water. Census figures put the city at about 22 square miles, with nearly 14.6 of those underwater. It began as Pablo Beach, named for the San Pablo River, and was incorporated in 1907 before taking its current name in 1925. Its own building division, not the City of Jacksonville, issues the local permits. Two kinds. The ocean side faces open surf. NOAA's Jacksonville Beach station on that side shows a mean range of about 5 feet. On the inland side, walls line the Intracoastal Waterway, which the Army Corps cut through in the 1940s to separate San Pablo Island from the mainland. NOAA's Pablo Creek station at the Intracoastal bridge averages a smaller range, about 3.8 feet.
The Intracoastal side also carries steady boat traffic. Every passing wake sends a small surge against the wall face and into any open seam.
Hard enough to wreck the pier twice. Hurricane Floyd destroyed the Jacksonville Beach Pier in 1999, and it was rebuilt five years later. In 2016, Hurricane Matthew passed about 40 miles offshore, caused major flooding, and partly destroyed the pier again.
Storms like these push water far above the normal tide line and hold it there. When that water drains, it pulls soil out through every weak joint. A void that starts this way keeps growing with each tide afterward.

Tiebacks. If storm water or saturated soil has pushed the top of the wall out, helical tieback reinforcement anchors it into firm ground behind the yard.
Jacksonville Beach handles building permits through its Planning and Development Department's Building Inspection Division at 11 North Third Street. Under the city's current procedure, effective September 1, 2026, you submit one e-permit application with PDF plans. You also deliver two hard-copy plan sets, at least 11x17, to the building department. Projects valued at $25,000 or more may carry a plan check fee.
State rules apply on top. Fla. Stat. 403.813(1)(e) exempts seawall restoration at the old location, upland, or within 18 inches waterward from a Chapter 403 permit. Anything more can bring in FDEP or the Army Corps, since the Intracoastal is a federal channel. We put the package together for you.
