Midway is a small, old town. Puritans from Dorchester, South Carolina, settled the area in 1752, the town was incorporated in 1925, and its historic district has been on the National Register since 1973. The city covers about 6.4 square miles with almost no water inside its limits. The water lies east, toward the old port of Sunbury on the south bank of the Medway River. Liberty County's dock permit packet shows how local and state review fit together. The county's Building and Licensing Department asks for a zoning approval letter from the Liberty Consolidated Planning Commission. It also asks for an approval letter from the Georgia DNR. The Planning Commission handles zoning for unincorporated Liberty County and for the City of Midway.
For the bulkhead itself, Georgia DNR's Coastal Resources Division requires a permit to put a bulkhead or riprap on any tidally influenced creek or river bank. It asks owners to contact it before maintaining an existing structure. Bank stabilization in marsh is governed by the Coastal Marshlands Protection Act.
