Seawall Repair in Kingsland, GA

Kingsland started as a railroad town. It was platted in 1894 and incorporated in 1908, and its downtown sits back from the water. Growth came after 1980, when Naval Submarine Base Kings Bay became the Atlantic home port for Trident submarines. Tidal rivers wind through Camden County, including the Crooked River. Its currents have eaten away parts of Crooked River State Park, forcing facilities to move to higher ground. How Much Tide Do Kingsland-Area Walls Face?

Plenty. NOAA's station at the Kings Bay submarine base pier shows a mean range of 6.37 feet. Up the Crooked River at Harrietts Bluff, NOAA predicts tides about 5 percent higher than at Fernandina Beach, where the mean range is about 6 feet. The Georgia DNR notes that spring tides in the state's marshes can top 10 feet.

So a creekside wall in Camden County may have water at the cap in the morning and mud at the toe by afternoon.

What Does That Do to a Bulkhead?

Water in the backfill can't drain as fast as the creek drops. It pushes out through seams and weep holes and carries silt and sand with it. After enough cycles:

• The yard behind the wall dips or opens into a sinkhole.
• The cap cracks where the support under it has washed away.
• The toe gets undercut by current running along the bank.
• On timber walls, boards near the tide line rot and tie-back hardware rusts.

Storms make it worse. The National Hurricane Center measured 3 to 5 feet of inundation along the Georgia coast during Hurricane Irma in 2017.

What's the Right Repair?

Which Offices Approve the Work?

State first. Georgia DNR's Coastal Resources Division says a permit is needed to put a bulkhead or riprap on any tidally influenced creek or river bank. It asks owners to contact it before doing maintenance on an existing structure. The Coastal Marshlands Protection Act covers bank stabilization in marsh. For low-energy creek banks, CRD also recommends living shorelines.

Then local. Addresses inside city limits go through the City of Kingsland. Addresses in unincorporated Camden County go through the county's Planning and Development office.
