The City of Sanibel's seawall guide for owners says:

• Repairs need a city "seawall permit" when they include a new cap, new tiebacks, helical anchors, crack sealing, deadman anchors, or similar structural work.
• Replacing panels counts as reconstruction, which also needs a seawall permit.
• Same-footprint replacement is processed through staff review, with no public hearing.
• Height may be raised to 4.5 feet NAVD, subject to design standards.
• Materials are limited to concrete, fiber-reinforced polymer composite, rock, or PVC. Panels must be light grey, and the only rock allowed is Florida limerock.
• A new wall up to 12 inches waterward of the old one needs a Planning Commission public hearing.
• Plans must come from a Florida-licensed professional engineer with marine experience.

Walls outside the allowed areas can be replaced only if an engineer finds other stabilization methods won't work, and the Planning Commission approves it at a hearing.

How Did Ian Damage Sanibel Walls?

The National Hurricane Center recorded 9 to 13 feet of inundation on eastern Sanibel. A USGS sensor read 12.58 feet above MHHW, and surveyed high-water marks ran 6 to 9 feet above ground. Surge that deep soaks every yard. As it drained, sand washed out through wall joints, leaving hollows under caps and patios.

What Should Sanibel Owners Check Before Calling?

Walk your wall at low tide and note anything that changed since Ian: a cap pulling away from the patio, cracks wider than a pencil line, sand or silt washing out at the base, or soft ground where the lawn meets the cap. Also find your original permit or survey if you have one. It shows whether your wall sits in an area where Sanibel allows seawalls, which decides whether a repair is a staff-level permit or a Planning Commission hearing.

Is Captiva Under Sanibel's Seawall Code?
