Seawall Repair in Captiva, FL

Captiva was shaped by hurricanes. A 1921 storm cut Redfish Pass and split off North Captiva. A 1926 storm opened Blind Pass and separated Captiva from Sanibel. Today a short bridge over Blind Pass is the only road in. That bridge is also a legal line. Sanibel is a city, while Captiva is an unincorporated community governed by Lee County. What Have Hurricanes Done to Captiva's Waterfront?

In 2004, Charley's eastern eyewall struck North Captiva, just across Redfish Pass. Initial reports counted 160 buildings destroyed and another 160 badly damaged. In 2022, Hurricane Ian made its first landfall on Cayo Costa, a short way north, and badly damaged the causeway and Captiva's infrastructure.

Walls on the bay side, along Roosevelt Channel, often look intact after a storm. The damage is behind them. Surge saturates the fill, then drains back out through any open joint and carries sand along. The result is a hollow under the cap that grows with every tide.

Why Doesn't Sanibel's Code Apply on Captiva?

Because the City of Sanibel stops at Blind Pass. Sanibel sharply limits where seawalls may exist. Captiva instead follows Lee County's Land Development Code, Chapter 26, as amended by Ordinance 22-24:

• Natural waterbodies: no new or expanded seawalls, but lawfully existing walls may be maintained, repaired, or replaced in kind at the same size and location.
• Artificial waterbodies: replacements follow the existing alignment and sit no more than 1 foot waterward.
• Riprap: required along at least half the length of a new or replacement wall.
• Permits: required to repair or replace, though the county director may exempt minor repairs.

At the state level, Fla. Stat. 403.813(1)(e) exempts restoring a wall at its old location or within 18 inches waterward from a Chapter 403 permit.
