Seawall Repair in Estero, FL

Estero is one of Florida's youngest municipalities. It incorporated as a village on December 31, 2014, so it now runs its own permit desk and is no longer handled through Lee County. Its waterfront grew up along the spring-fed Estero River, which flows past the Koreshan State Historic Site into Estero Bay. That bay became Florida's first aquatic preserve in 1966. How Did Ian Affect Estero's Waterfront?

The National Hurricane Center measured 8 to 12 feet of inundation above ground in Estero, Bonita Beach, Bonita Springs, and North Naples during Ian in 2022. Earlier, Charley drove 4.2 feet of surge into Estero Bay in 2004.

On a river, surge does two things. It pushes salt water up the channel and over the banks, soaking the soil behind every wall. Then it drains back fast, and sand goes with it through any gap. Bank walls on the Estero River can look fine from the water while hiding hollows under the cap and yard.

What Permit Does the Village of Estero Require?

The village's "Do I Need a Permit?" guide lists marine docks, lifts, and bulkheads/seawalls as needing a permit for new or replacement work. That permit comes from Estero's Community Development department, not Lee County.

Two other layers may apply:

• State: Fla. Stat. 403.813(1)(e) exempts restoring a wall at its old location or within 18 inches waterward from a Chapter 403 permit.
• Natural shoreline: the Estero River and Estero Bay are natural waters, so expect closer review there than on a man-made canal.

Out on Estero Island, Fort Myers Beach seawalls belong to another separate town, which faces the bay from the Gulf side.
