Riprap is a sloped layer of heavy rock at the foot of a bulkhead or bank that takes the force of waves, wake and current. In Jacksonville it's most useful on open St. Johns River frontage and busy stretches of the Intracoastal.

We haven't found a City of Jacksonville rule that requires riprap at the base of every bulkhead. For most owners here it's a choice, not a mandate. What does apply is state and federal review, because rock placed in the water is fill in public waters. The city's own guidance on waterfront structures points owners to the Florida Department of Environmental Protection and/or the U.S. Army Corps of Engineers for permits. We confirm what your site needs before quoting.
Where riprap earns its keep:

A vertical wall reflects wave energy straight down, which digs out the base. That's scour, and once the toe is undermined, the wall starts to tip. Rock at the base:
The St. Johns flows north for 310 miles and is tidal far upstream. The UNF State of the River report says tidal flow is about seven times the freshwater discharge (UNF). That's a lot of water moving past your wall every day in both directions. Near the mouth, the daily range is close to 5 feet at Mayport on NOAA's datums, so the water line climbs and drops across the whole face of the wall. On the Intracoastal, the channel dug by the Army Corps in the 1940s to separate San Pablo Island from the mainland now carries constant boat traffic. Current plus wake is exactly what scours a toe.
Most residential jobs take a few days once permits are issued. Work from a barge keeps heavy equipment off your yard where water access allows.
Riprap installation in Jacksonville typically runs $125โ$350 per linear foot. A standard 75-foot residential installation costs $10,000โ$25,000, fully installed and permitted. Rock size, water depth and access affect the price.
Riprap in front of a wall protects the wall. A revetment is a rock slope that takes the place of a wall. If you already have one, see revetment maintenance in Jacksonville. If your wall needs replacing too, add rock during bulkhead replacement in Jacksonville. Our Jacksonville seawall repair page lists every local service, and our main riprap installation page explains the method in more depth. We also install riprap in St. Simons Island.
We haven't found a city rule that requires it. It's often a smart addition on open river frontage, and the rock itself needs state or federal review.
It extends a few feet from the wall at the base. We design the slope around your dock and lift.
Very likely. An exposed toe means scour is already working. Rock protects it before the wall starts leaning.
Well-sized rock on filter fabric lasts decades. Big storms can move stones, so check after major events.
