Riprap is a sloped layer of large rock placed at the base of a bulkhead or an eroding bank to take the force of waves and current. Around Beaufort, it needs a state critical area permit, and in unincorporated Beaufort County it also needs the county's bulkhead and riprap approval.

Two layers, usually.
State. SC Regulation 30-12 treats riprap as a revetment (SC Reg. 30-12). It has to follow the critical area line, can sit up to 18 inches from the escarpment, and isn't allowed where healthy marsh already buffers erosion unless upland is being lost to the tide.
County. In unincorporated Beaufort County, the zoning office's bulkhead, rock revetment, and riprap application asks for:
Inside City of Beaufort limits, the city's review applies instead. If a bulkhead is also being replaced, we file both together. See bulkhead replacement in Beaufort.

Waves and wake bounce off a vertical wall and dig into the base, a process called scour. Once the toe is undercut, the wall leans. Riprap:
That last point matters here. SCDNR says three-quarters of the animals harvested as seafood in South Carolina spend some or all of their lives in the salt marsh. Rock that protects the bank without smothering marsh keeps that system working.
Around Beaufort, current does as much damage as waves. With close to eight feet of daily tide swing, a great deal of water rushes past riverfront walls twice a day, and outside bends take the brunt.
On riverfront lots with mature trees, we plan equipment access and staging to protect the root zones the county's buffer rules are meant to preserve. Where the bank is hard to reach from land, working from a barge can keep heavy equipment off the yard entirely.
On quieter creeks, sometimes. South Carolina encourages living shorelines in estuaries instead of hardened structures. They must stay within your extended property lines and generally can't go in creeks under 20 feet wide. On an exposed stretch of the Beaufort River, rock is often the better choice.
Riprap installation in Beaufort typically costs $125โ$350 per linear foot. A standard 75-foot residential installation runs $10,000โ$25,000, fully installed and permitted. Stone volume, base prep, access, and buffer re-planting affect the price.

Yes. The county's bulkhead, rock revetment, and riprap application lists a $200 fee, on top of the state permit.
Generally not. SC rules don't allow revetments where marsh is already doing the job of buffering erosion.
Any disturbance in the 50-foot river buffer landward of the critical line requires re-planting under the county's code, and sod isn't allowed there.
It extends a few feet from the wall. We shape it around pilings and floats so access stays clear.
