Why Do Bulkheads Along the May River Fail?

An eight-foot tide. With roughly 7.65 feet of average range at Brighton Beach, water rises up the face of a bulkhead and drains back out of it every few hours. Each cycle pulls fine soil through open joints.

Pluff mud at the toe. Lowcountry marsh mud is fine sediment mixed with decaying cordgrass, soft and low in oxygen (S.C. Sea Grant). It gives a wall very little support at its base, so once the toe starts to move, the top follows.

Heavy rain on a developed watershed. An EPA case study found the watershed's population grew 96% between 2000 and 2010. More roofs and driveways mean more runoff pushing on the back of creek walls after storms.

Storm surge from the south. During Hurricane Matthew in 2016, the National Hurricane Center reported surge reaching Harbour Town Golf Course on nearby Hilton Head, more than 1,000 feet from the coast.

Do I Need a Permit for May River Wall Work?

Usually some approval is needed, and it comes from the state rather than only the town:

• SCDES Bureau of Coastal Management. Since DHEC was split on July 1, 2024, the coastal program sits with the SC Department of Environmental Services. Tidelands, including marsh and mudflats below mean high water, are "critical areas." Normal maintenance and repair may not need a critical area permit, but that call belongs to the state.
• State bulkhead rules. Regulation 30-12 says new bulkheads must follow the critical area line and are not allowed where healthy marsh already protects the bank, unless upland is being lost to tidal erosion. Living shorelines are encouraged as the alternative in estuaries.
• Town of Bluffton. The town runs the May River Watershed Action Plan, adopted in 2011, to protect the river's water quality.
