A St. Petersburg bulkhead that's losing soil or showing cracks, but hasn't tipped, can almost always be repaired in place instead of rebuilt.

Start with one question: is the wall still standing straight? If it is, the problem usually sits in the joints or the fill behind them, and that's fixable. When we visit, we look for:
A straight wall with a few of these is a repair. A wall that's leaning or broken through is better served by bulkhead replacement in St. Petersburg.

It's partly the age of the ground. Snell Isle opened in 1925 on a planned 275-acre island where fewer than 50 acres sat above sea level, and dredges built up the rest (St. Petersburg Museum of History). Shore Acres was also built on land reclaimed from the bay. Pumped fill like that runs out through any open joint.
It's also the last two storm seasons. Idalia's surge flooded Shore Acres in 2023. Then Helene drove the St. Petersburg tide gauge to 6.31 feet above the normal high-tide line in 2024, far past the old record of 3.97 feet from 1985. When that much water rushes back out of a backyard, it strips fine soil through every weak seam.
We inject NCFI marine-grade polyurethane through small ports into the soil behind the wall. The foam fills washed-out pockets, binds loose fill, and seals seams from the back side. No trench, no torn-up pool deck.
Cracks get routed and sealed. Broken cap sections are cut back to sound concrete, the steel is treated, and new concrete is placed.
Water trapped behind a wall keeps pressing on it. Relief drains let it out in a controlled way.
| Condition | Our usual recommendation |
|---|---|
| Soil loss, wall straight | Foam void fill + seam sealing |
| Damaged cap, solid panels | Cap restoration |
| Wall tipping a few inches | Anchors: seawall reinforcement in St. Petersburg |
| Split panels or a failed toe | Replace the damaged section |
| Old wall failing in many places | Replace the whole run |
We'll tell you honestly which fits. For more background, read our repair vs. replacement guide.
Bulkhead repair in St. Petersburg typically costs $80โ$250 per linear foot for void fill and $800โ$2,500 per tieback anchor. Most residential repairs run $4,000โ$20,000, well below the price of a new wall.
You are. The city counts roughly 500,000 linear feet of privately owned seawall, about 95 miles, compared with around 15 miles that the city owns (City of St. Petersburg). The city's current seawall study covers its own walls and won't inspect private ones. Structural repairs generally need a Pinellas County Water & Navigation permit, which applies inside city limits as well as in unincorporated areas. We handle that paperwork.
We also repair bulkheads in Tampa and Clearwater. See all local services on our St. Petersburg seawall repair page.
Keep people and vehicles off it and schedule an inspection. A soft spot usually means fill is escaping through a seam, and each tide makes the void bigger.
No. The city's seawall plan covers city-owned walls. Private walls are the owner's responsibility.
Yes. Foam injection works from behind the wall, which is where the soil is escaping, so we rarely need to work from the water.
Routine upkeep often doesn't, but structural seawall work usually does. We check with Water & Navigation before we start.
