St. Pete Beach covers all of Long Key, a barrier island on the Gulf with Boca Ciega Bay behind it. The city was formed by consolidating Pass-a-Grille, Don CeSar Place, Belle Vista, and St. Pete Beach, and the Pass-a-Grille Historic District and the Don CeSar resort still mark its southern end. Three bridges connect it to Treasure Island, South Pasadena, and the Bayway Isles of St. Petersburg. What sets the city apart for seawall owners is its height rule, in effect since May 2021. Under the city's seawall permitting requirements, effective May 25, 2021, all seawalls must be elevated to at least 5.0 feet NAVD88 on the bay side and 6.0 feet NAVD88 on the Gulf side. The submittal must show ground-floor elevations for your house and the houses on each side, and the wall should go as high as practical based on those three elevations.
If a new wall can't reach the minimum, the owner must sign, notarize, and record a Seawall Agreement, and the plans must show the wall designed to be added onto and raised later. A final elevation certificate is due before final inspection, and the city asks for at least two sets of sealed construction plans.
What that means in practice: repairs that fix leaks and voids in an existing wall are one thing; a new or rebuilt wall triggers the height rule, so we design for it from the start.
The National Hurricane Center reports that 9 of Pinellas County's 12 surge deaths during Helene in 2024 occurred on the barrier islands from St. Pete Beach to Indian Rocks Beach.
