Marine construction in Clearwater covers docks, boat lifts, seawalls, and pilings. Docks need City of Clearwater pre-approval and then a Pinellas County Water & Navigation permit, lifts need a separate building permit, and harbor-front docks must also meet state aquatic-preserve limits.

Because Clearwater Harbor and St. Joseph Sound are part of the Pinellas County Aquatic Preserve, a dock built out over them has to satisfy Florida's aquatic-preserve dock standards in addition to county and city review (Fla. Admin. Code R. 18-20.019). Here's how those standards shape a typical harbor-front dock:
| Design question | What the state standard says |
|---|---|
| How far out can it go? | The lesser of 500 feet or one quarter of the water's width where the dock sits |
| What decking can I use? | Planks up to eight inches wide with at least a half-inch gap after shrinkage |
| How high must it sit? | In Resource Protection Area 1 or 2, the walkway is elevated five feet or more above mean sea level |
| How wide can the walkway be? | Up to four feet in RPA 1 or 2, or six feet in RPA 3, for a single-family dock |
Docks on interior canals outside the preserve are reviewed under the Pinellas County Water & Navigation Code and City of Clearwater standards instead. Part of our design work is confirming which category your frontage falls in before anything is drawn, since a harbor-front layout that ignores the preserve rules will come back for revisions.
The city lays out a specific order (City of Clearwater):
State and federal authorization from Florida DEP or the U.S. Army Corps of Engineers may also be required.
Building the dock and the wall together usually saves money; see bulkhead replacement in Clearwater. On dredged fill, pilings may need deeper support; see marine foundation repair in Clearwater.
Marine construction in Clearwater typically costs $400โ$800 per linear foot for new dock construction and $250โ$600 per linear foot for new seawall or bulkhead construction. Lift size, piling depth, access, and engineering all affect the final number.
We also build in St. Petersburg and Tampa. For repairs rather than new work, see seawall repair in Clearwater, or contact us to set up a site visit.
Both, in order. The City of Clearwater pre-approves the plans, then you apply to Pinellas County's Water and Navigation Control Authority. We handle both steps.
Clearwater's marine and dock permit doesn't cover lifts, so the city requires a separate building permit for them.
Within the aquatic preserve, no more than 500 feet or 25% of the waterbody's width at that location, whichever is less. Other rules can limit it further.
Permitting usually takes longer than building. Once approved, most residential docks and lifts are built in a few weeks.
