Clearwater Beach is a barrier island with two very different edges: the Gulf beach on the west, and Clearwater Harbor on the east, where most private seawalls are. The harbor is part of a state aquatic preserve, so shoreline work faces closer review than on a dredged inland canal. In September 2024 a sensor on the beach measured Helene's water at 6.75 feet above mean higher high water, and Milton brought hurricane-force winds two weeks later. According to the National Hurricane Center, the NOS tide gauge at Clearwater reached 6.67 feet above mean higher high water during Helene, the highest at that station since its record began in 1973, beating the March 1993 Superstorm. The USGS sensor on Clearwater Beach itself read 6.75 feet, with waves on top.
Milton's surge was smaller here, but its winds weren't. The Clearwater Beach station recorded sustained winds of 65 knots with gusts to 78 knots, and NHC lists the beach as the northern end of the hurricane-conditions zone. Idalia in 2023 also pushed the Clearwater pier gauge to 3.86 feet above mean higher high water.
After Helene, the city restricted access to the beach, Island Estates, and Sand Key, and closed Pier 60 for storm damage.
Walls along Clearwater Harbor usually fail from the land side first. Surge saturates the backfill, and as the water drains back out, sand leaves through open joints. Look for:
Normal tides here range about 2.7 feet a day at the Clearwater Beach station, so a leak works twice daily, every day.

Clearwater Beach is inside the City of Clearwater, which uses a two-step process for marine work. The city's Planning and Development Department pre-approves the project, and then the application goes to Pinellas County's Water and Navigation section. The county's program covers seawalls, docks, and riprap in cities and unincorporated areas alike. Boat lifts need a separate building permit.
Florida law also lists restoring a seawall at its old location, or within 18 inches waterward, as exempt from a state environmental permit. We handle the paperwork either way.
