Big Pine Key took the hardest surge of any populated island when Hurricane Irma came ashore at nearby Cudjoe Key in 2017. The National Hurricane Center found high-water marks of 7 to 8 feet on Big Pine, and Monroe County says every one of its 513 canals was hit to some degree. Big Pine is also unincorporated Monroe County, home to the National Key Deer Refuge, so the county code (not a city code) governs your wall. What Did Irma Do to Big Pine Key Seawalls?

The NHC report on Irma puts maximum inundation at 5 to 8 feet above ground from Cudjoe Key east through Big Pine Key and Bahia Honda. It also logged a 104-knot gust on Big Pine itself. Monroe County counts more than 4,000 Keys homes destroyed or badly damaged, mostly between Cudjoe Key and Marathon, and estimates about 100,000 cubic yards of debris went into canals and nearshore water.

For a seawall, that means three kinds of damage we still find:

• Washed-out backfill. Surge overtopped walls and then drained back through the joints, pulling fill with it.
• Impact damage. Boats, docks, and debris struck caps and panels.
• Hidden cracking. Walls that looked fine in 2017 can show open joints and settling years later.

Why Is Big Pine Key Ground Hard on Seawalls?

The Lower Keys sit on Miami Limestone, a porous oolite rock, according to the USGS. Canal walls are set into that rock with fill behind them. Salt water moves through both, so a small joint leak can empty a void behind the cap long before a sinkhole shows in the yard.

What Does Monroe County Allow on Big Pine Key?

Monroe County's Land Development Code, Section 118-12(k), sets the rules for unincorporated Keys like Big Pine:

• No new seawalls or bulkheads on open water.
• Lawfully existing, deteriorated walls may be repaired or replaced, keeping the existing footprint as far as practicable.
• Riprap at the toe of a solid seawall is required wherever feasible.
• Grade behind the wall must sit at least 6 inches below the top of the bulkhead.
• State and/or federal permits come first, before the county building permit is issued.

The Florida Keys National Marine Sanctuary adds another layer: shoreline work that may affect corals needs NOAA authorization and a benthic survey. At the state level, Fla. Stat. 403.813(1)(e) exempts restoring a wall at its old location or within 18 inches waterward from a Chapter 403 permit. We sort out which of these apply before work starts.
