Very often it is. Stand at one end and sight along the top. If the line is straight and the wall has no holes punched through it, the damage is almost certainly in places we can reach: joints, the cap, or the ground behind.
At low water, look for these:
If you're seeing lean, bowing or holes through the wall, look at bulkhead replacement on St. Simons Island.

NOAA's St. Simons Light station puts the distance between mean higher high water and mean lower low water at roughly 7.2 feet (NOAA). When the tide is in, water seeps through any gap and fills the soil behind your wall. As it falls, the water drains back out the same gap and takes fine soil with it. The hollow grows a little every cycle.
Many island bulkheads sit at the edge of Spartina marsh. That ground formed from fine sediment settling in old lagoons, so it's soft and moves easily with water.
Irma put the Torras Causeway under water in 2017, and the island got nearly 10 inches of rain on top of the surge. Walls that were soaked that long often show new voids in the years after.
We pump NCFI-certified polyurethane through small ports behind the wall. It expands into the hollows, locks loose soil together, and seals joints from the back. Your landscaping stays in place. More on polyurethane injection.
We seal cracks, rebuild broken cap sections, and replace rotted planks on timber walls without taking the whole wall out.
Water trapped behind a wall adds weight. Relief drains let it escape before it pushes the wall.

St. Simons is unincorporated, so there's no city hall. Building permits go through Glynn County, and the county's Islands Planning Commission handles planning matters for St. Simons, Sea Island and Little St. Simons (Glynn County). On the state side, the Georgia DNR Coastal Resources Division asks owners to call before any maintenance on an existing marsh or shoreline structure. We're licensed to perform marine construction in Georgia and South Carolina, and we'll make those calls with you.

Soil from behind your wall is washing out through a joint on the falling tide. Sealing the joint and filling the hollow usually stops it.
Glynn County handles building permits for the island. State marsh and shore approvals come from the Georgia DNR Coastal Resources Division.
Timber walls can often be repaired plank by plank if the pilings are sound. We check the pilings first.
Usually not. If the wall is still straight, filling the voids and sealing the joints can stabilize it.
