Crystal River's waterfront is built around Kings Bay, a 600-acre spring-fed bay at the head of the Crystal River. The Southwest Florida Water Management District counts more than 70 springs here, the second-largest spring group in Florida and the largest natural winter manatee refuge on the Gulf Coast. Much of today's shoreline is man-made. Between 1950 and 1980, according to the district, dredged canals, seawall installation, and new homes and businesses replaced much of the natural shoreline. Many of those walls are now decades old, and NOAA's Kings Bay station shows a daily range of about 2.3 feet working on their joints.

The U.S. Fish and Wildlife Service established the Kings Bay Manatee Refuge in March 2012. It covers all waters of Kings Bay, including tributaries, upstream of where the bay meets the Crystal River. Most of the refuge is slow speed year-round, and within it are seven sanctuaries where all waterborne activities are prohibited from November 15 through March 31.
FDEP's shoreline guidance adds a state step: a seawall repair located in a manatee sanctuary needs written authorization to use state-owned submerged lands, even when it otherwise qualifies for the restoration exemption. That's one reason land-side repair methods fit Crystal River so well.
SWFWMD even notes that saltwater storm surges in the 1990s and early 2000s nearly wiped out invasive aquatic plants in Kings Bay. For seawalls, surge saturates the fill and then drains back through joints, washing sand out.
